ASSEMBLY ELECTIONS 2003

Elections to the Vidhan Sabhas will be held on 20 th of November in Mizoram and on the 1 st of December in Chhattisgarh , Delhi , Madhya Pradesh and Rajasthan.

The choice before the people is between the Congress which is the party of development and good governance and the BJP which divides our society and spreads discord and hatred.

The choice before the people is between the Congress, which protests and enhances the welfare of our kisans , labourers and khet mazdoors and BJP, which is cruelly insensitive to their concerns and has destroyed and damaged their sources of livelihood.

The choice before the people is between the Congress which has a positive agenda for building a new future for youth and the BJP whose policies have increased unemployment.

The choice before the people is between the Congress which has implemented a large number of programmes for the empowerment of dalits , adivasis , backward classes, minorities and women and the BJP which gives these weaker sections of society neither dignity nor respect nor representation.

The Congress is approaching the people with hope but with humility.

The Congress is approaching the people with its track record of performance in office in the four states, with the track record of the many achievements of its Governments in these four states.

The Congress is approaching the people to seek a renewed mandate, a mandate to consolidate on what its state governments have accomplished in the four states, a mandate to take its unique agenda of social harmony, social justice, panchayati raj an all-round economic development.

These elections are taking place against the background of the comprehensive failure of the BJP-led government in New Delhi and at the Centre. These are not national elections but the record of the BJP in office in the Central government is very much a relevant factor which the Congress wishes to place before the people of the four states. The BJP in the four states will be no different from the BJP at the Centre. The BJP at the Centre has been a recipe for disaster. The BJP in the four states will set these states back and will destroy the momentum built up by the Congress Government here.

The BJP-led Central Government has jeopardised the country's defences . The criminal negligence to utilise the allocated resources for procuring equipment for upgradation of skills, and total modernisation of the Armed Forces to meet the challenges from our enemies is a matter of grave concern.

The BJP-led Central Government has considerably weakened national security. During its tenure, terrorists have indulged in brazen acts of violence in different parts of the country, including on Parliament itself.

The BJP-led Central Government has severely damaged social harmony and has destroyed our precious secular heritage. No words are enough to condemn the burning of the train at Godhra last year. But the communal carnage that followed thereafter in Gujarat masterminded by the BJP was unprecedented and horrific. Chhattisgarh , Delhi , Madhya Pradesh and Rajasthan were seved from the carnage because of determined action by the Congress government in these states.

The BJP-led Central Government has increased unemployment and dismantled the public sector. Its economic policies have been tailored only for a narrow segment of the urban rich. It has created acute distress and suffering for our kisans , labourers and khet mazdoors . No new investments are taking place in agriculture and industry. When the country desperately needs investment to increase jobs, the BJP can only offer disinvestment to destroy jobs. The disinvestment of public sector enterprises so assiduously built up by successive Congress Govts . over the last five decades has become the only agenda of the Union Government in all these years.

The BJP-led Central Government has denigrated and politicized key Institutions of Parliamentary Democracy. Parliamentary committees have not been allowed to discharge their Constitutional responsibilities. Institutions like the CAG, the National Human Rights Commission and the Judiciary have all been seriously undermined.

The BJP-led Central Government has destroyed probity in administration and in public life. Corruption has been rampant and scam after scam has been the order of the day in disinvestment, in stock markets, in UTI and in almost every transaction of the Govt.

The scandalous exposure of corruption in Defence procurement is under judicial scrutiny.

The BJP-led Central Government has blatantly undermined the independence of our foreign policy. Our traditional allies have been ignored. India 's moral and political stature has been considerably diminished.

The Congress makes a fervent appeal to the people of the four states of Chhattisgarh , Delhi , Madhya Pradesh and Rajasthan :

Give us a chance to complete what has begun.

Give us an opportunity to consolidate on what has been accomplished.

Give us a mandate for fulfilling your expectations and aspirations.

Give us a verdict that will be victory for the forces of progress with harmony and defeat for the forces of bigotry and obscurantism.

A victory for the Congress in these elections will be victory of kisans , labourers and khet mazdoors .

A victory for the Congress in these elections will be a victory for the poor, for women, for youth, for dalits , for adivasis and minorities.

A victory for the Congress in these elections will be a victory for all sections of our diverse society, a victory for each and every Indian who wants a better quality of life, a higher standard of living and who wants to walk with dignity, confidence and pride.

ELECTION MANIFESTO 2003

Introduction

India is a great democratic country and Delhi is its capital representing complete India . The political, social events, thoughts, direction and work process influence not only the national environment but the entire world's outlook towards India .

In this wonderful state of 1480 sq. km. people of all sections, categories, castes, communities, religions, states and countries of the world live together. Here live farmers, land labour , industrial labour , stall owners, vendors, small, medium and large scale industrialists, businessmen, Government and private organisations , officials and employees. Here are villages, urbanised villages, unauthorised colonies, jhuggi-jhonpri clusters, rehabilitation colonies, old Delhi area, regularised and posh colonies with Delhi Development Authority area and its controlled group-housing societies.

The population of Delhi is one crore and forty-seven lakhs as per the 2001 census while the population was 94 ,20,644 & 62, 20,406 in 1991 and 1981 respectively. After Independence , in 1951, the population in Delhi was 17 ,04,407 . This itself points towads the gigantic problems of Delhi .

Congress treats its Election Manifesto as a 'Holy Democratic Document'. On the basis of ground realities, the problems of all sections of the electorate are looked after with full devotion, dedication and commitment through it. It is always the endeavour of Congress that the solutions to the problems be practical, people-oriented and as per the administrative decorum. In 1998, Congress promised Delhiites to try to make Delhi , livable and beautiful with maximum possible civic amenities. The truth is that Congress has succeeded in fulfilling this promise. We do not claim at all that Delhi is now free from all problems but we certainly claim that the huge stock of problems we inherited from BJP's misrule has been cleared to a very remarkable extent during our five-year tenure. The NDA Government in the Centre, under the pressure of local BJP leaders, put all sorts of hurdles in the way of the Delhi Govt. instead of extending cooperation to it for solving the multiple problems. In its five-year tenure, Congress has always remained above the narrow-minded approach of party politics.

Today, unlike during the preceding Govt.'s tenure, there is no dearth of electricity and people are not frantically searching for drops of water. In the field of education, there have been quantitative and qualitative reforms, social welfare programmes have been implemented and public health and medical facilities have been implemented and public health and medical facilities have been remarkably extended. Now the public distribution system is functioning well, through the Bhagidari system which ensures the direct participation of the public in developmental projects, thus enhancing transparency in Administration.

The history of Delhi is witness to the fact that during the freedom struggle and from 1947 right upto 2003, i.e. 56 years after attaining freedom, Congress has played a crucial role in fighting for freedom first, and then by giving all-round development to the people of Delhi in the post Independence era. When erstwhile Jan Sangh and today's BJP were not even in existence, Congress workers were fiercely fighting the mighty British Govt. in the streets of Delhi to liberate India . After independence, the long and short-term plans of all-round development of Delhi are the product of Congress regime.

THE CONGRESS REPEATS ITS PROMISE OF SHARING THE JOYS AND THE SORROWS OF ITS ESTEEMED ELECTORATE IN ORDER TO RESOLVE THE REMAINING PROBLEMS. COME WHAT MAY, IT WILL WORK FOR THE DEVELOPMENT OF DELHI RELENTLESSLY WITH THE PARTICIPATION OF EVERY CITIZEN.

The long term and short-term plans of all-round development of Delhi are undoubtedly products of the Congress regime.

PROPOSED POINTS FOR CONCESSIONS/RELIEF

  1. A TIME-BOUND PROGRAMME WILL BE FORWARDED TO SERVICE SELECTION BOARD FOR FILLING VACANCIES IN DIFFERENT DEPARTMENTS.

  2. WE WILL DELETE SECTION 81 OF THE DELHI LAND REFORM ACT

  3. EXTENSION OF THE LAL DORA.

  4. EMPLOYMENT TO BE ENSURED TO ONE FAMILY MEMBER OF "KHETIHAR MAJDOOR", WHOSE OWNER'S LAND HAS BEEN ACQUIRED.

  5. ELECTRICITY AND WATER TO JHUGGI-JHONPRIS AT AFFORDABLE RATES.

  6. CONCESSIONAL RATES WILL BE CHARGED FOR THE TRANSFER OF OWNERSHIP RIGHTS TO RESETTLEMENT COLONIES.

  7. SOCIAL SECURITY TO EMPOWER UNEMPLOYED YOUTH.

  8. OLD-AGE AND WIDOW PENSIONS TO BE INCREASED FROM RS. 300/- TO RS. 500/- PER MONTH.

  9. LOAN OF RS. 50,000/- TO SC/ STs , OBCs AND MINORITIES WILL BE INTEREST FREE.

  10. NEW DEPARTMENT OF COMMERCE WILL BE SET UP FOR THE TRADING COMMUNITY.

  11. COMPLAINTS OF EXCESS CHARGING AND FAST METERS WILL BE DEALT WITH URGENTLY.

  12. FAMILIES WITH ONLY TWO CHILDREN AND BOTH GOING TO SCHOOL WILL RECEIVE APPRECIATION CARDS.

  13. S/C CERTIFICATES WILL BE GIVEN TO THOSE WHO HAVE BEEN LIVING IN DELHI FOR THE LAST FIVE YEARS.

  14. SEPARATE FINANCIAL CORPORATIONS WILL BE SET UP FOR S/Cs, OBCs AND MINORITIES.

  15. USE OF INFORMATION TECHNOLOGY IN ALL DEPARTMENTS FOR ENSURING AN HONEST GOVERNMENT AND A CORRUPTION-FRE ADMINISTRATIN.

  16. NO EXPLOITATION AND HARASSMENT OF TRADERS BY INSPECTOR-RAJ WILL BE ALLOWED.

  17. THE PENDING DEMAND OF THE JAIN SAMAJ TO INCLUDE THEM IN THE LIST OF MINORITIES WILL BE PURSUED WITH THE CENTRAL GOVERNMENT.

  18. CONGRESS WILL PURSUE NEGOTIATIONS WITH THE CENTRAL GOVT. TO DECLARE THOSE COLONIES HAVING MORE THAN 70% INDUSTRIES IN THEIR AREA AS AN INDUSTRIAL AREA.

INTRODUCTION OF BHAGIDARI IN GOVERNANCE

The Congress Government in the last 5 years has made your partnership in governance more comprehensive under the dynamic leadership of Smt . Sheila Dikshit , as Chief Minister. This step not only won your confidence and trust but also made bureaucrats accountable to the people of Delhi .

We upheld your confidence and trust : -

  • We made our commitments to the citizens of Delhi our sacred mission during the last 5 years. We promised and we gave you an excellent account of governance. Through BHAGIDARI, we made you a partner in our day-to-day performance. The Congress made a sincere effort to realize your dreams.

Flyovers :

  • The network of 42 completed flyovers spread over the city has not only brought comfort and relief to you but, has even been a source of saving your most valuable National Productive time in 70 lakh man hours a day, which means 9 lakh man-days. If this huge and gigantic manpower is re-deployed on a National Project, a complete rail-line from Kashmir to Kanya Kumari can be laid twice over.

Beaming Metro Railway : -

  • For years, the citizens of Delhi stood deprived of this World-class service. The BJP unfortunately, when led by Shri Madan Lal Khurana , the then Chief Minister of Delhi in 1994, had shelved this project and instead had been advocating Electric Trolley Buses and other short / medium modes of transport. To the wisdom of our learned friend, Shri Madan Lal Khurana , Delhi could not afford a Metro Railway, which in his opinion was too costly and inconvenient to bring it into service. It is only the Congress regime, which you voted to power in 1998, under the dynamic leadership of Smt . Sheila Dikshit as Chief Minister, that this project was taken up with the utmost seriousness and sincerity of purpose.

  • Despite enormous administrative hurdles and financial difficulties, the Congress Government ketp its pledge and converted this dream into reality. Its first phase has since been completed strictly as per schedule. Its last phase shall be completed by 2005. We shall make your movement much faster and more comfortable. It has been only possible because we enjoyed your confidence and faith.

  • Shahdara - Tis Hazari Metro corridor was opened for traffic on 24 December 2002 .

  • Tis Hazari - Tri Nagar corridor was inaugurated recently on 3 October, 2003 .

Pollution Free Environment : -

  • We gave you a pollution-free city and a well managed Transport system. When the Congress took over the reigns of Government in 1998, the Public Transport in Delhi was in a chaotic position. There were strikes and agitations by the transport workers and operators against the unwise policies of the BJP Government. Despite the assurances given to the Supreme Court at that time, no concrete steps were taken by the BJP-ruled state for changing over the CNG-operated transport fleet. The Congress Government after 1998 replaced the dirty smoke-omitting and polluting diesel buses by CNG non-polluting bus services. We spent more than Rs . 500/- crores on this direly needed public transport.

  • We have facilitated the transformation of 70,000 three- wheller scooters from petrol to CNG by providing them loans at subsidized interest. The Government provided easy and soft-loan facilities to these three wheeler operators on a reduced rate of interest. The Government paid 6% interest from its coffers to motivate the owners of three-wheelers. Similar facilities were extended to buses operating in Kilometer Scheme. The result is that today we have a city with a much cleaner and healthier environment.

To ensure Health for all : -

  • We, during our regime, opened 19 hospitals (13 round-the-clock with all favilities and set up six new hospitals in which out-patient departments have been started).

  • All hospitals were upgraded by installing latest equipment and machines and more than 1000 new beds were added.

  • 41 new Allopathic Dispensaries were opened by DHS. Besides this, during the last four years, 15 new Homoeopathic, 14 ISM and 8 Unani Dispensaries were opened by the Directorate of ISM.

  • Baba Saheb Ambedkar Hospital commissioned 300 beds along with maternity services in Rohini , with round-the-clock Emergency Services.

  • Maharishi Balmiki Hospital at Pooth Khurd started functioning with 100 beds.

  • Trauma Block, with 45 beds, was commissioned at the Guru Tegh Bahadur Hospital at Shahdara .

  • 50-bedded Indoor Patients Services were started in Dr. B.R. Sur Homoeopathic Medical College-cum-Hospital, Moti Bagh .

  • 30-bed Dr. Attar Sain Jain Eye Hospital was taken over by the Delhi Government.

  • The construction work of the 200-bedded Raja Harish Chandra Hospital at Narela has been completed and OPD & Indoor Services have started functioning.

  • OPD and Indoor Services in the 200-bedded Dr. Hedgewar Hospital at Karkardooma have started functioning.

  • Construction of 650-bedded Rajiv Gandhi Super Speciality Hospital at Tahirpur has started and is likely to be completed by December 2004. OPD services have already started.

  • OPD services have started in Geeta Colony Hospital , Shastri Park Hospital , Moti Nagar Hospital , Patel Nagar Hospital and Pitampura Hospital .

  • The construction work of the Oncology Block and GTB Hospital at Shahdara is almost complete and is likely to be commissioned shortly.

  • Construction work of 450-bedded new Surgical Block, 1153-bedded Ward Block, 57-bedded Nursing Home and 400-bedded Orthopaedic Block at L.N. Hospital have started.

  • The building of the new Dental College has been inaugurated.

  • MRI machines have been installed in L.N. Hospital and G.B. Pant Hospital .

  • In order to widen the reach of Centralized Accident Trauma Services, 30 new Ambulances have been procured and pressed into service under the assistance of the Japanese Debt Relief Grant.

  • MMR and Hepatitis-B new immunization programme was started. Stree Shakti Programme for special health checkup for women was started.

Children are the future of the Nation.
We have attempted to make it more Bright.

Education:-

  • We opened 44 new schools, 79 schools have been upgraded and 2566 rooms have been added in the schools and 22 over-crowded schools have been bifurcated. Results were improved from 39% to 62% in Secondary Schools, by making our education system more accountable for their performance and by offering initiatives and incentives to the teaching staff.

  • Urdu and Punjabi have been given second-language status.

  • We have fulfilled the long cherished demand of the Minority Community.

Higher Education : -

  • Land for GGSIP University measuring about 51 acres has been purchased at Dwarka and Surajmal Vihar .

  • Construction of building for ' Keshav Mahavidyalaya ' has started and the building of the Bhaskaracharya College of Applied Science at Dwarka constructed.

  • Special coaching facilities have been provided to 500 deserving students for the Combined Entrance Test for Medical & Engineering Courses.

  • 18 students of Delhi Govt. Colleges were given cash awards of Rs . 5000/- on merit basis.

Technical Education : -

  • Building of Kasturba Polytechnic and Directorate of Training & Technical Education were constructed at Pitampura .

  • Construction of building of Ambedkar Polytechnic at Patparganj , Guru Gobind Singh Polytechnic at Rohini have been complete.

  • Land was purchased for a new Engineering College at Geeta Colony. Building plans are being prepared.

  • For the setting up of an integrated ITI and Polytechnic at Dwarka for the disabled, land has been acquired. Boundary wall of the site has been constructed.

Strengthening of the Government's Economic position : -

  • In December 1998, when Congress Party assumed power as Govt. of NCT of Delhi, the Economic Health of the Govt. was not good. In fact, on several fronts, slippage was enormous. Growth rate in sales Tax was almost flattened out (4%). Utilisation of Plan funds was very poor and the New Govt. was facing a tough challenge to halt the deteriorating economic scenario.

  • During the last four years, the Govt. has not only been able to stop the trend, but has actually reversed the trend and put the economy back on track.

  • For the first time, the Delhi Govt. issued elaborate economic instructions, which resulted in the saving of 200 crores in Non-Plan expenditure.

Gross State Domestic Product (GSDP):-

  • GSDP of Delhi increased from Rs . 43,113 crores in 1998-99 to Rs . 65,657 crores in 2001-02, showing a growth rate of 10.90% against the national growth of 9.56%. This will improve further.

Per Capita Income

  • Per Capita Income of Delhi at the current prices increased from Rs. 40,199/- in 2000-01 to Rs. 42,818/- in 2001-02. The per capita income in Delhi is the highest among all the States & UTs of the country.

  • Delhi Govt. is the only Revenue-Surplus State in the entire country, where non-plan expenditure is less than 50% of the total Budget.

Tax Revenue : -

  • Tax Revenue of Delhi during 2000-01 recorded a growth of 28.28% which was the highest after the formation of the Elected Government of Delhi. The present Government has achieved 83% growth in Sales Tax Revenue during its first four years.

Reforms for Farmers : -

Enhancement of Land Compensation : -

  • Government has increased the indicative price of land compensation from Rs . 11.20 lakhs per acre to 15.70 lakhs per acre plus 30% solacium and interest, which is almost an increase of 40.2%.

Friendly Tax Reforms : -

  • Government has taken several steps to simplify the procedure making it transparent and encouraging the tax payer to comply with the rules and thus boosting the morale of the traders.

  • Limit of summary for self-assessment has increased from Rs . 1 crore to Rs . 2 crore .

  • Mandatory limit for registration has been increased from Rs . 1 crore to rs . 2 crore.

  • Mandatory limit for registration has been increased from 3.5 lakhs to 5 lakhs .

  • To honour reputed, regular, and high-tax-payers, a 'Good Dealers' scheme has been launched.

  • Limit of statutory forms increased from Rs . 30 lakhs to Rs . 50 lakhs and the forms are now issued on the same day.

  • The entire Sales Tax Department has been computerized. All the information regarding Sales Tax is now available on website and is provided to the taxpayer through the internet/e-mail.

Major Achievements of the Energy Sector during the last 4 years:-

  • Government has brought out a strategy-paper identifying problem areas and proposing solutions in the power sector.

  • Delhi Electricity Regulatory Commission (DERC) was appointed in May 1999 to look into the entire gamut of Power Sector Reforms. The DERC in now fully functional.

  • Delhi Electricity Reforms Act 2000 was notified in March 2001.

  • Power Sector Reforms were initiated with the unbundling of DVB w.e.f . 1.7.2002

  • The System of DVB has been improved to a considerable extent to supply the peak demand of 3284 MW, the highest so far, without major breakdowns.

  • A 330 MW Pragati Power Project at a cost of about Rs . 1100 crores has started functioning with its full capacity.

  • 400 KV ring has been completed.

Drinking Water : -

  • Supply of water from 570 MGD to 670 MGD (45 crore litres increase per day)

  • Water treatment plants installed at Sonia Vihar and Bawana .

  • Arrangement of 20 MGD for Nangloi Water Treatment Plant.

  • New pipelines of 270 k.m . were laid and old pipelines of 949 k.m . were changed.

  • Supply of bottled water under the name of ' Jal '.

  • 48 underground tanks were constructed for regular water supply.

  • Supply of water to tankers in case of emergency.

Sewerage : -

  • Capacity of sewerage treatment has increased.

  • 60 new treatment plants have been constructed.

  • 32.5 k.m . of sewer lines were changed

  • New sewer lines were laid in 458 unauthorised colonies, 44 resettlement colonies and 91 urban villages.

Social Welfare : -

  • Issue of Distinguished Citizen Cards.

  • Increase of old-age pension from Rs . 200/- to Rs . 300/- per month.

  • Financial help to self-employed widows was increased from Rs . 10,000/- to Rs . 20,000/-

  • Enhancement of financial assistance from Rs . 10,000/- to Rs . 20,000/- for marriages of orphan girls.

  • Delhi State Minority Commission was set up and a new Safai Karamchari Commission was declared.

  • Starting of " Stree Shakti " programme for social and financial empowerment of women and establishment of "Intervention" centers and self-help groups.

  • Financial help to SCs /Minorities and OBCs though the State Finance Board.

FUTURE PLANS

Statehood:-

  • Multiplicity of authority in Delhi is the root-cause and a major hindrance in the fulfilling of Govt. schemes and projects. The Congress will demand and will see to it that it acquires full control over the land and the Police. It will then ensure Govt.'s absolute accountability to the Delhi Legislative Assembly and to the people of Delhi.

Good Governance : -

  • An administration free of corruption and red- tapism can avoid abnormal delays in disposing of cases. To this end, effective and expeditious procedural reforms shall be undertaken. To curtail red- tapism , Special Officers shall be appointed in each and every office who will be empowered to procure speedy redressal of public grievances. BHAGIDARI system in Government shall be further strengthened and made more responsive and accountable.

Metro and Flyovers

Red-Light-Free Roads:-

  • Every important area of the city shall be connected by the Metro Railway and every important road shall be made red-light free, which shall enable citizens to move faster and in a more comfortable way. In this endeavour , 16 new flyovers are in the pipeline and at various levels of construction. In addition to this, 60 more flyovers shall be built to achieve this target.

To made Delhi a World Class

  • By augmenting road-based mass transit, by enhancing passenger carrying capacity of identified road corridors, by introducing high capacity Urban Buses and Electric Trolleys on these corridors, it shall be an earnest effort of the Congress Government to make the World feel that Delhi is the pride of the Nation, which does not lack in any kind of modern Services.

Housing : -

  • A Development Board for lower-middle-class Government employees and Industrial workers shall be constituted with sufficient funds at its disposal. A comprehensive project for providing built-up houses and open plots with developed infrastructures shall be made available to this section of the society. We shall endeavour to enhance their dignity, prestige and social status.

Residential Colony for Journalists:-

  • Journalists shall be rehabilitated by providing them residential plots & a free soft-loan at the interest rate of 10% with provision of repayment in most rational and convenient installments.

Job opportunities for Youth:-

  • Youth in Delhi shall have widespread opportunities to ensure their future, with an added feeling of social security.

Transport Permits:-

  • Preference shall be given to the education of unemployed Youth in this sector.

Water Harvesting:-

  • People of Delhi shall be provided more guidance and practical assistance in water harvesting.

Consumer Protection:-

  • Government shall devise ways and means of opening more Drug and Food Testing Laboratories and making relevant laws more stringent and wide-spread to protect the vital interest of the consumers.

VAT and Distributive Character:-

  • Government is committed to protect the distributive character of Delhi trade. No. Law, however revenue-generating it may be, shall be introduced without taking the business community into confidence.

Land Reforms:-

  • Section 81 of the Land Reform Act shall be waived to check exploitation of the farmers and poor peasantry. Consolidation of Village Folk in this process shall be further strengthened and ensured.

To prevent the destruction of the Industrial base of Delhi : -

  • To accommodate areas occupying 70% of land for Industries shall be declared as Industrial Areas in the Master Plan.

Approval of Unaughorised Colonies

Rehabilitation in JJ Clusters : -

  • To draw a comprehensive project in order to give a fresh look to the rehabilitation of people living in JJ Clusters.

Ownership right in Resettlement Colonies:-

  • In order to give ownership rights to people living in Resettlement Colonies, including those where the hands have changed, the license fee paid by the Occupants shall be adjusted towards the cost of the area.

Lal Dora:-

  • Extension and strengthening of Lal Dora of urbanized and other villages.

Land compensation : -

  • Review of Land compensation regularly after every 2 years based on the latest market price of land.

Civic Amenities:-

  • Provision of civic amenities in regularized unauthorized colonies on a rational development cost.

Planned Proper Rehabilitation of Rehri Patri Dwellers.

To further upgrade and modernize Hospitals.

Health Insurance:-

  • To introduce health insurance for Delhi Government Employees and Industrial workers.

Health Care Facilities : -

  • To strengthen primary health care, secondary health care and tertiary health care facilities in Delhi , for every citizen of Delhi .

Strengthen and Modernization of Colony Hospital :-

  • To strengthen Colony hospitals and modernize them by installing latest medical equipment. In colonies like Moti Nagar , Malviya Nagar , Patel Nagar , Geeta Colony, Shastri Park, Tahirpur , Pitampura & Nasirpur by next year.

1063 new beds will be started in Lok Nayak Hospital .

Bio-medical Waste Treatment Plant:-

  • To set up centralized Bio-medical waste treatment plants at Okhla & Gazipur for proper disposal of Bio-medical waste.

To create state-funding authority for Universities & Colleges, to give technical training education so that our students do not have to go to other states.

Computer Education:-

  • Computer education in all Higher Secondary Schools.

Efforts to raise literacy rate through Educational NGOs.

Promotion of Urdu & Punjabi Languages by facilitating their teaching in Government schools.

Setting up of Gas based Power Plant:-

  • To set up 1000 MW Gas-based Power Plant in Bawana and 700 MW Gas-based Power generation unit at Indraprastha to make Delhi reduce its dependence on Northern Grid and other out-sources.

Privatisation of distribution of Power to be further streamlined, in the interest of the consumer.

  • Payment of power and water bills shall be managed through Banks and small Complaint-Centers with adequate manpower to attend promptly to the reported complaints in each area. Resident Welfare Associations and NGOs shall be entrusted more responsibilities in this field.

The amount of pension to Freedom Fighters shall be enhanced.

Vocational Training : -

  • Establishment of vocational training centers for widows, orphans & divorcees among the minority community.

Computer Traning Centre for poor students:-

Easy Loan Schemes for Minorities : -

  • Easy system for obtaining loans meant for minorities for their financial improvement at concessional rate of interest and recovery in easy installments.

Awareness regarding Government facilities pertaining to minorities. Establishment of English Medium Schools in Minorities' public residential area.

Easy installments Housing /Business Loan Schemes for Minorities. Boosting of Commerce & Trade:-

  • A separate Department of Commerce shall be created to boost the Commerce and Trade and their vital interest.

Facilities and a level playing-field shall be provided to exporters to become more competitive in world trade.

Trader-friendly and easy to administer:-

  • The well-being of traders shall be taken care of by adopting a more realistic and rational policy in determining the tax rates and other administrative difficulties in procurement of forms, submission of returns shall be done with a more friendly approach by the Department. No unnecessary harassment shall be caused to them by simplifying the procedures. Our policy will be to move towards a regime of self assessment.

District Development Committees:-

  • District Development Committees shall be further strengthened and provided reasonable development funds.

Re-organization of MCD:-

  • Re-organization of the present Municipal Corporation of Delhi into small Municipal Corporations.

Enhancement of Water Supply

  • Enhanced water supply shall be made available to the people of Delhi by making the 140 MGD Sonia Vihar Project functional by January 2004. 20 MGD plant under construction in Bawana and 90 MGD water canal will be completed and water will come through Haryana to Delhi .

  • Waqf Board properties to be secured for establishing educational, vocational, trading and fund-raising Centres for minorities.

STATEHOOD FOR DELHI
DEMAND FROM CENTRAL GOVERNMENT

Congress Government has tried to understand the full composition and the culture of Delhi . After 1947, Delhi went on expanding and with it, expanded the problems proportionately. The Congress Govt. in the Centre never left Delhi on its own. With the changing composition of Delhi, they went on providing new strucutres to it, e.g. Municipal Committee in 1951, Assembly in 1952 whose Chief Minister was Late Ch. Brahm Prakash , Municipal Corporation of Delhi in 1958, whose first Mayor was Late Smt . Aruna Asaf Ali and First Deputy Mayor was Late Ram Charan Aggarwal . In 1966, Metropolitan Council was set up whose Chief was Late Mir Mustaq Ahmed. Sh . Radha Raman became Chief in 1972 and Late Sh . Jag Pravesh in 1983. In 1993, the Congress Government was in the Centre again. It gave Assembly to Delhi , of which Smt . Sheila Dikshit became Chief Minister in 1998. Late Prime Minister Pandit Jawaharlal Nehru, Lal Bahadur Shastri , Smt . Indira Gandhi and Shri Rajiv Gandhi loved Delhi and contributed substantially to its all-round development. They gave Delhi a feasible administrative structure.

WE DEMAND A FULL STATEHOOD FOR DELHI AS PASSED IN THE ASSEMBLY.
