Shri Raj Kumar Chauhan, son of Late Shri Makhan Lal, was born in a modest family on 27th March, 1957 at Karol Bagh, New Delhi. He entered politics at a very young age i.e. 19 years in the year 1976. Since then he has been championing the cause of the poor and downtrodden. All along he has been very active in social sphere and has been involved in various activities relating to welfare of the society at large. With his this kind of approach he was taken as a faithful soldier of the Congress Party and since then he has been serving to the same with unflinching solidarity and loyalty.

He was elected President of the PVC Market (Jawalapuri) in 1991. While holding this position he is instrumental in taking up the causes of the traders and the public at every possible forum to help them grow and develop in a positive and structured frame. He had been fighting for the traders cause ever since Jawalapuri suffered a major setback in the form devastating fire, which rocked the market absolutely.

Rehabilitation schemes were conceived deliberated and got executed by constant persuasion, effective liasioning with various agencies and political masters, whether it was ruling or opposition. This approach brought results and the affected traders are being offered plots at Tikri Kalan and a full-fledged market in a planned way is coming up.

He was made General Secretary (Congress Party) of Najafgarh District in 1993. In 1997 he was elected as President of the Najafgarh District and consecutively for the second he was elected again as President of the Najafgarh District in the year 2001.

Shri Raj Kumar Chauhan was first elected to the Delhi Legislative Assembly in 1993 by defeating his rival with a margin on 7663 votes out of 40,000 votes polled, when the election wave was in the favour of opposition party.

In 1998 he was elected to the Delhi Legislative Assembly for the second consecutive time by defeating his rival with a margin of 21,014 votes, which was the highest lead in percentage of all the constituencies.

When he became the Minister for the first time in Govt. of Delhi, he had a vision to extend all possible help to that segment of society, which is generally not in the mainstream. He conceptualized certain ideas like:

1.                Giving financial assistance to Handicapped.

2.                Starting a scheme of widow pensions beyond the
         age
of 45 years

3.                Extending benefits to the families falling under Below Poverty Line staying in JJ/Resettlement colonies irrespective of the caste.

4.                Scheme to launch a smart card for the senior citizen, so that just by showing the same in any of the offices/departments, the help shall come forth and they shall be saved from the harassment.

During his tenure as Minister of Education, Technical Education, Social Welfare & Welfare of SC/STs, his major achievement were as under:-

Ø      Plan Performances

Ø      98.5% of overall revised allocation for Education sector utilized during 2001-02.

Ø      92% of funds utilized in Sports sector.

Social Welfare

In this sector a number of new initiatives were taken so as to improve the quality of life for various strata of society.  The following initiatives were taken:

Ø      Child Welfare - Implementation of Juvenile justice (Care and Protection of Children) Act - 2000 w.e.f. 1.4.2002 in the State of Delhi.

Ø      Creation of Juvenile Justice Funds to rehabilitate destitute children.

Ø      Expansion of vocational rehabilitation programme

Ø      384000 children were benefited under ICDS scheme, 124671 children (1 - 3 years) benefited under PMGY scheme and  235000 children ( 0 - 5 years ) were immunized under Pulse Polio through 3842 Anganwadi Centres.

Ø      Women Welfare - The Deptt. has participated in Bhagidari Scheme in the areas of Stri Shakti, Stri Cosh and Self help groups (to empower and help women in health, literacy and income generation).  Gender resource centres have also been setup.

Ø      Financial Assistance Sector - Old Age pension were increase from Rs. 200 to Rs. 300, benefiting 1.25 lacs pensioners.

Ø      Disbursement of Pension through RBI Electronic clearance system.

Ø      Financial Assistance to Widows has also been increased.

Ø      Action has also been initiated for construction of 4 Old Age Homes at Alipur, Rohini, Shakurbasti & Dwarka

Welfare of SC/ST/OBCs

Ø      In this field, new schemes were launched which were beneficial for the persons in these categories for the purpose of self employment.  Various loan melas were organized where people were cleared and disbursed their loans within the same day.

Technical Education

In this field major initiatives were taken to provide Professional and Technical Education to the youth of Delhi so as to wean them away from rushing down to southern and western part of country.  New courses were initiated in the emerging technologies and with concerted efforts, seats were increased in all the sectors, i.e. Degree and Diploma level & in ITIs.

Re-elected as a Member of Legislative Assembly from the same Constituency in December, 2003 for third term with highest margin of 30313 votes and became Minister of Development, Revenue, Irrigation & Flood Control, Food & Civil Supplies, Environment, Forest, SC/ST Welfare, Government of Delhi.

Likewise in the following portfolios he has been involved in, the following new ideas have been conceptualized by him, which shall be given effect in times to come.

 

Development Department:-

Ø      Starting of Ecology & Environment conservation of clubs with the active participation of villagers to be started in every village.

Ø      Main thrust areas - Development and Prevention of ponds and water harvesting.

Ø      Starting of village Tourism project and effective use of Multipurpose Community Centres constructed in various villages.

Ø      Improvement of community use buildings such as choupals etc.

Ø      Improvement & development cremation ground in various villages of Delhi.

Ø      Initializing the concept of model village with all the modern amenities.

Revenue

Ø   It is proposed to look into various antiquated laws and rules relating to land revenue which are more of a problem than convenience to the people.

Ø   Participation of farming community is proposed in various matters relating to land in various villages.

Food & Supplies and Consumer Affairs

Ø      To start awareness about consumer activism, consumer clubs have been formed in different schools, where annual assistance is provided to the school students.

Ø      To aware consumers about consumer protection.

Ø      To further streamline PDS in Delhi.

Ø      Requesting Central Govt. to lift ban on the issuance of Ration Card to BPL families.

Irrigation & Flood

Ø      It is proposed to draw a proposal relating to conservation of water bodies and improvement of water table in all the villages.

Ø      Timely action relating to desilting etc. before the onset of monsoon.

Welfare of SC/ST

Ø      To draw various scheme for the benefit of SC/ST/OBC community.

Ø      To start the loan process for SC/ST in DSFDC through single window clearance scheme.

Ø      To help provide the handicapped people with the fixed  wireless phone with cycle/Rickshow to help to earn their livelihood.

Ø      Initiated Jan Shree Beema Yojna for persons living below poverty line.

Environment & Forests

Ø      To provide RWAS & other residents with all the help relating to upgradation of plantation etc. so as to increase the green cover in Delhi.

Ø      To ensure compliance of the directions of the Hon'ble Supreme Court on polluting industries in Delhi, is being worked out by which minimum inconvenience of offered to the Industry owners viz a viz to bring down the pollution level in every quarter for the benefit of the citizens as a whole while following the directions of the Hon'ble Supreme Court

Ø      To further strengthen of mass awareness programme of environment and wildlife protection through school children by forming eco clubs.  

Before he became Minister in the Delhi Govt., he had been working in important capacities with different committees viz.;

3. Member, Planning Board, Delhi
